Market Rate Study
Childcare providers often
underestimate the cost of their services. Regardless of the rate of pay, whether
it is POC or private pay, the cost of providing quality care is the same. The
state determines the POC rates by a "Market Rate Study" which is conducted every
other year by the Division of Social Services. This is a survey of childcare
providers throughout the state which asks providers what they charge for private
paying customers.
POC rates are estimated to be 75%
of the average market rate for private paying customers in each county. For
example, if 300 providers are asked what they charge for private paying toddlers
in a specific county and the majority of them charge $100 per week, then it that
is the "market rate" for toddlers in that county. Based on that, the POC rate
would be set at $75.
This is the study that gives
legislators the information
they need to decide whether POC programs should be adequately funded or not.
